Welcome to the Empire of Prussia

1. The official name of the state shall be the Empire of Prussia.
2. The Empire shall be governed as a constitutional monarchy.
3. The Constitution shall be the supreme law of the Empire.
4. All citizens, officials, Ministers, military personnel, and institutions of the Empire shall be subject to this Constitution.

1. The Kaiser shall be the Head of State and supreme representative of the Empire.
2. The Kaiser shall:
   • Appoint and dismiss the Chancellor.
   • Appoint and dismiss Ministers.
   • Appoint senior government and military officials.
   • Serve as Supreme Commander of the Armed Forces.
   • Issue Imperial Decrees within constitutional authority.
   • Represent the Empire in matters of state and diplomacy.
3. The Kaiser shall uphold and respect this Constitution.
4. The Kaiser may delegate responsibilities to the Chancellor, Ministers, and other officials.

1. The Chancellor shall be the Head of Government.
2. The Chancellor shall:
   • Direct the Imperial Government.
   • Coordinate the Ministries.
   • Advise the Kaiser.
   • Supervise the administration of the state.
   • Ensure that government policy is properly carried out.
3. The Chancellor shall serve at the confidence of the Kaiser.
4. The Chancellor may be dismissed by the Kaiser.

See Article XV for the permanent office of Chancellor.

The Imperial Government shall consist of the following Ministries:

• ⚖️ Ministry of Justice
• 🕵️ Ministry of Intelligence
• 💻 Ministry of Technology
• ⚔️ Ministry of War
• 🎓 Ministry of Education
• 🌍 Ministry of Foreign Affairs
• 📋 Ministry of Administration

1. Each Ministry shall be led by a Minister.
2. Ministers shall be appointed by the Kaiser.
3. Ministers are responsible for directing their respective Ministries.
4. Deputy Ministers and Department Officials may assist Ministers in carrying out their duties.
5. Ministries shall operate according to Imperial law and this Constitution.

The Landtag shall serve as the legislative body of the Empire. It shall consist of two chambers:

1. The Landtag may propose, debate, and vote on laws.
2. The Landtag may review government policy.
3. Legislation must receive the required approvals before becoming law.
4. The Kaiser retains constitutional authority over legislation.

1. Laws may be proposed by the Government or members of the Landtag.
2. Proposed laws shall be debated and voted upon according to Imperial procedure.
3. The Kaiser may approve or reject legislation as permitted by this Constitution.
4. The Kaiser may issue Imperial Decrees within constitutional authority.
5. No law, decree, or government action may contradict this Constitution.

1. The Judiciary shall interpret and enforce Imperial law.
2. Judges shall be independent from political and military command.
3. Courts shall hear cases involving violations of Imperial law.
4. Government officials and citizens shall remain subject to the law.
5. The Judiciary shall not exercise legislative or executive authority.

1. The Prussian Army shall defend the Empire and its territories.
2. The Kaiser shall be the Supreme Commander of the Armed Forces.
3. The Field Marshal shall oversee the senior military command.
4. Generals and Officers shall command military forces according to lawful orders.
5. Soldiers shall obey lawful orders issued through the military chain of command.
6. The Armed Forces shall remain subordinate to the constitutional authority of the Empire.

1. The Ministry of Intelligence shall protect the Empire against espionage, infiltration, and threats to national security.
2. Intelligence operations shall be conducted under the authority of the Imperial Government.
3. Classified information shall only be accessible to authorised personnel.
4. Intelligence personnel shall not abuse their authority for personal purposes.

1. The Ministry of Foreign Affairs shall manage the Empire's diplomatic relations.
2. The Ministry shall oversee:
   • Diplomatic relations.
   • Treaties and agreements.
   • Foreign correspondence.
   • Alliances.
   • Relations with foreign governments.
3. Major treaties and diplomatic agreements shall require Imperial approval.

1. Citizens shall obey the laws of the Empire and respect the Constitution.
2. Citizens may participate in political, governmental, military, and other activities according to their position.
3. Citizens may petition the Government regarding matters concerning the Empire.
4. Citizens may seek positions within the Government, Landtag, military, or other institutions when qualified.

1. Government Officials shall serve the interests of the Empire.
2. Officials shall perform their assigned duties responsibly.
3. No official may abuse their authority for personal benefit.
4. Officials may be removed, demoted, or disciplined for misconduct, incompetence, or violation of Imperial law.

1. This Constitution may be amended when necessary.
2. Amendments may be proposed by the Kaiser, Chancellor, Government, or Landtag.
3. Constitutional amendments shall require approval according to the established Imperial procedure.
4. No amendment may be made outside the constitutional process.

This Constitution shall be the supreme law of the Empire of Prussia. The Kaiser, Chancellor, Ministers, Landtag, Judiciary, Armed Forces, Government Officials, and citizens are all bound by it.

1. The Chancellor shall hold permanent office as the Head of Government of the Empire of Prussia.
2. The Chancellor shall not be subject to election, removal, or dismissal by the Landtag.
3. The Chancellor may only be removed from office by their own resignation or by the Kaiser, where applicable.
4. The Chancellor shall possess authority to:
   • Direct and coordinate the Imperial Government.
   • Oversee all Ministries and Government Officials.
   • Appoint and remove Government Officials.
   • Recommend the appointment or removal of Ministers.
   • Review and supervise the actions of the Landtag.
   • Veto decisions of the Landtag when necessary.
   • Suspend Landtag proceedings when necessary for the stability of the Empire.
   • Propose laws, reforms, and Imperial policies.
   • Issue binding administrative orders to Government institutions.
   • Call emergency meetings of the Government or Landtag.
   • Assume temporary executive authority during emergencies.
5. All Ministers and Government Officials shall remain subordinate to the Chancellor in matters of government administration.
6. The Chancellor may delegate powers to Ministers, State Secretaries, and other officials.
7. The Chancellor shall remain bound by the Constitution and shall exercise these powers in the interests of the Empire.
8. The permanent office of Chancellor shall remain recognised regardless of changes to the Government, Landtag, or Ministries.
